Lucknow: Former Union minister Swami Chinmayanand is under observation and his blood pressure and other parameters are normal, according to the hospital where the ex-BJP leader, who was arrested after a student accused him of sexual assault, has been admitted.

He was tested for heart problems on Monday at Sanjay Gandhi Post Graduate Institute of Medical Sciences here after he complained of chest pain, but an angiography did not find any "significant blockage" in his arteries.

"Swami Chinmayanand is admitted in MICU (Medical Intensive Care Unit) Ward of SGPGI under Professor PK Goel, HoD, Cardiology. His blood pressure and other parameters are normal, he is still under observation," Chief Medical Superintendent Professor Amit Agarwal of SGPGI said in a bulletin on Tuesday

Agarwal said, "There has been an improvement in the condition of Chinmayanand. His blood sugar is also normal. He had lunch and is also talking. If his health is fine, he may be possibly discharged within a couple of days."

Jail officials said that doctors in Shahjahanpur had referred the BJP leader to Lucknow earlier on Monday morning due to his health condition.

Chinmayanand was admitted with symptoms of angina in the SGPGI's Medical Intensive Care Unit Ward.

"An angiography was done at the PGI and no significant blockage was found. Angioplasty was not required," Agarwal had said on Monday.

The leader had the chest pain due to diabetes, he had said.

A postgraduate student, who studied at a college run by Chinmayanand's ashram, has alleged that she was raped and physically exploited by the 72-year-old for over a year.

Chinmayanand was arrested on Friday in the case. He has been booked under sections 354 D (stalking), 342 (wrongful confinement) and 506 (criminal intimidation) of the Indian Penal Code.

Instead of IPC Section 376 (rape), he has been booked under IPC Section 376 C, which is usually applied in cases where a person abuses his position to "induce or seduce" a woman under his charge to have "sexual intercourse not amounting to the offence of rape".

The current slugfest between the BJP and the Congress over the Sahara and Birla diaries is a living embodiment of Rahat Indori's couplet: Jhooton ne jhooton se kaha hai, sach bolo (liars are asking liars to speak the truth). Since Rahul Gandhi accused Prime Minister Narendra Modi of accepting "Rs 40 crores from Sahara" at a rally in Gujarat's Mehsana, both parties have come up with arguments and allegations that make politics resemble the Ivy League of hypocrisy.

Consider Rahul Gandhi's case first. After threatening to expose Modi in Parliament, bring about a quake, he has done a Kejriwal 2.0 by rehashing some of the allegations made by the Delhi chief minister in the state assembly. The papers he is quoting to attack Modi are a compilation of the who's who of Indian politics.

Hidden in the Sahara files and the Birla papers are names of politicians from across the political spectrum, including those of Congress leaders, some UPA-era stalwarts and the then Delhi chief minister, now the party's face in Uttar Pradesh. There are some oblique references to the then minister of environment and forests Jayanti Natarajan too in the diaries. Gandhi's selective outrage perfectly qualifies as a case of the pot calling the kettle black.

If Rahul Gandhi were really serious about a probe, he could have at least done an encore of his famous act of tearing up the legislation that UPA wanted passed to shield convicted politicians, allow them to contest polls. But, Rahul has performed the sorry spectacle of running with Sheila Dixit and hunting for Modi.

The BJP's conceit, deceit and denials are even more shameful.

In April, the ruling dispensation had launched a brutal assault on Congress leaders and former PM Manmohan Singh because their names appeared in several conversations between middlemen accused of influencing the AgustaWestland chopper deal. On the basis of the conversations — not evidence — that mentioned in the proceedings of an Italian court, the party had asked the Gandhis to come clean on the deal.

Is the Sahara and Birla diaries case any different? The selective allegations made by both Kejriwal and Rahul Gandhi against the prime minister are also based on papers that were seized by Income Tax officials during raids on these groups.

The Sahara papers were seized by I-T officials in a raid on the corporate office of its chairman. The documents showed details of proposed and actual payments made allegedly to different people, with details of place and timing. These documents were made part of the probe after following the procedure laid out under the law. In short, they have official and legal sanctity. Similar documents with details of alleged payments were recovered from raids on CEO of the Aditya Birla group in 2013.

So, why can't the BJP ask its leaders to do what it advised the Gandhis in the AgustaWestland case: Come clean, face a probe. Or is this a case of BJP being presumed innocence and the Congress being declared guilty without a probe? Remember also the BJP's double-standards in raking up the "J-tax" (alleged kickbacks to Jayanti Natarajan) during the 2014 election campaign based on entries in the Birla diaries and then laughing them off when the charges boomeranged on them.

As Indori said: Ghar mein jhooton ki mandi lagi hai, darwaze pe likha hai sach bolo.

In this concert of lies and hypocrisy, truth could be drowned, but not hidden. Everyone in India knows that politicians take donations (in unaccounted cash) for contesting elections. Huge chunks of this money come from the corporate sector under various pretexts but is divided up as contributions from individual donors. Any party that claims it fought the 2014 elections with legitimately collected and properly documented donations just knows the art of lying and fudging better than the other. In the hamam of political funding, every party is naked. By pointing fingers at each other, through selective allegations and charges of bribery, the Congress and the BJP are living another Indori couplet: Ungliya sab par na yu uthaya karo, kharch karne se pehle kuch kamaya karo.

Though Rahul Gandhi is trying to kick up a storm — his only option since he is on verge of political extinction — it is unlikely to lead to a concrete result because his intentions are steeped in hypocrisy and subterfuge. It would just lead to some noise, allegations, counter-allegations and then would be forgotten.

The BJP, would, of course brazen it out. Like it did when Sushma Swaraj and Vasundhara Raje faced allegations of impropriety in the Lalit Modi case. Like it did when it rode the storm on the Vyapam scam and resultant spate of suspicious deaths.

Several years ago, when LK Advani's name appeared in the Jain hawala diaries, he quit parliament and returned only after his name was cleared by the Supreme Court.

Over the past few decades, laws of morality in politics have undergone a drastic change. Instead of trying to be Ceaser's Wife, politicians now believe in the pragmatic philosophy of claiming innocence-till-proven-guilty. The BJP, once a party that talked of shuchita, pardarshita and asmita in public life, is defined more by pragmatism and opportunism, instead of morality and ideology.

So, behold the spectacle of two liars fighting for truth. It is the defining feature of our polity.

Priyanka Gandhi Slams UP Government For Roti-Salt Meal To Schoolchildren


MIRZAPUR: Congress General Secretary Priyanka Gandhi Vadra today slammed the Uttar Pradesh government for serving just chapatti and salt to schoolchildren in Mirzapur under the mid-day meal scheme of the central government that provides lunch and proper nutrition to children from poor families who study in government schools across the country.
"In Mirzapur's school, students are being served salt and roti as mid-day meal. This is the real state of affairs of the BJP government in Uttar Pradesh. The government facilities are getting poorer and such treatment towards children is highly condemnable," Ms Gandhi tweeted in Hindi along with the video that shows young children sitting on the floor of the school corridor, eating rotis with just some salt in their plates.

After an inquiry, the district authorities called it "a serious lapse" and teacher in charge of the school and the supervisor at the gram panchayat have been suspended.

The website of the Uttar Pradesh mid-day meal authority, the overseeing body for these meals in the state, describes an elaborate menu that is supposed to be served to children at government-run primary schools. It includes pulses rice, rotis and vegetables. Fruits and milk are included on certain days, according to the meal chart.

The Uttar Pradesh government says it is providing mid-day meals in over 1.5 lakh primary and middle schools across the state, as of December 2018. Over 1 crore children are supposed to benefit from the scheme.

According to the centre, the mid-day meal scheme is designed to provide a minimum of 450 calories per child per day, which should include at least 12 grams of protein too each day. These meals should be served to each child at least 200 days a year.

Former Union minister P Chidambaram's ordeal has been prolonged as a special   court on Thursday sent him to a five-day CBI custody in connection with INX          Media money laundering case. He will remain in the CBI custody till August 26.

Chidambaram’s legal team is now planning to fight another legal battle on Friday to get protection against arrest in ED cases.

The Supreme Court bench of Justice R Banumathi and Justice AS Bopanna will hear Chidambaram’s plea filed against the Delhi High Court’s order rejecting his anticipatory bail plea in CBI and ED cases.

This is the case related to INX Media, in which matter is listed for hearing on August 27. The anticipatory bail plea was listed in CBI case on Friday but matter turned infructuous as CBI arrested him on Wednesday night from his residence.

3:10 pm: SC grants interim protection to Chidambaram in ED case, lists matter for August 26

The Supreme Court Friday granted protection from arrest to former Union finance minister P Chidambaram in the money laundering case lodged by ED and agreed to hear on August 26 the CBI and ED cases in the INX Media scam.
Chidambaram will however continue to be in the CBI custody as the apex court did not intervene in the matter for which he has been sent for custodial interrogation of the agency till Monday.
A bench comprising justices R Banumathi and A S Bopanna posted both the matters for hearing on Monday, August 26.

"Having heard the counsels for petitioner and Solicitor General Tushar Mehta, we are of the view that the co-accused were granted bail in the ED case. Petitioner shall not be arrested till further hearing of the case. List the petition on Monday (August 26). The respondent (ED) shall file their reply and contentions by Monday," the bench said.

After the order was dictated, Mehta tried to hand over sealed cover documents to the court saying that the bench should satisfy its conscience before passing an order granting protection from arrest to Chidambaram.

Following Enforcement Directorate's lead, the CBI's custodial interrogation of former Union Minister P. Chidambaram is expanding from INX Media to other firms which were given Foreign Investment Promotion Board (FIPB) clearances by the Congress leader during his tenure as the Finance Minister in the UPA government.

After a special court on Thursday sent Chidambaram to four-day CBI custody till August 26, the probe agency is now specifically focusing on all FIPB and FDI clearances given by Chidambaram, said a source, adding, "However, it is very difficult to crack him".

On Day 2 of Chidambaram's interrogation following his arrest on Wednesday night, the Central Bureau of Investigation (CBI) is enlarging its scope of investigation from INX Media to Aircel-Maxis and four more business deals, suspecting his role in granting alleged illegal FIPB clearances and receiving multi-crore kickbacks through several shell firms, sources said on Friday.

The sources said the CBI is looking at Chidambaram's role in grating alleged illegal FIPB approvals to Diageo Scotland Ltd, Katara Holdings, Essar Steel Ltd and Elforge Ltd.
The FIPB, which used to function under the Union Finance Ministry, has now been scrapped.

Targetting the Centre over slowdown in the country's economy and the arrest of former Union minister P Chidambaram, senior Congress leader Kapil Sibal on Friday said while the economy is in Intensive Care Unit (ICU), the government has issued a "look out notice" for all those defending civil liberties.
Taking to Twitter, the former Law Minister said the developments in the last few weeks have shown that both the economy and the cause of liberty need a "stimulus package".

Former Finance and Home Minister P Chidambaram would be spending his next four nights in the plush CBI headquarters on Lodhi Road during the police remand, but his stay in his expected judicial custody would be rather harsh. Tentative arrangements are being chalked out at Tihar jail, once the CBI custody of the high-profile prisoner ends.

Highly placed sources in the Tihar jail said that Chidambaram, in all probability, is expected to be sent to jail once his CBI remand is done.

"We are not concerned with the period of CBI or ED custody. We are making preparations for his judicial custody, as he is expected to be lodged in Tihar, as per the jurisdiction," said a senior official of the Tihar jail, considered the biggest prison complex in Asia.

Sources said as of now, Chidambaram, if not granted bail in coming weeks, would be lodged in Jail No 7 meant for economic offenders.

Union Parliamentary Affairs Minister Pralhad Joshi on Thursday said the Congress should not worry about the arrest of P Chidambaram if he had committed no wrong and asserted that the law will take its own course.

The CBI on Wednesday night arrested Chidambaram, senior Congress leader and former Union finance minister, in connection with alleged corruption in granting foreign investment clearances to INX Media during his tenure.

BJP vice president Shivraj Singh Chouhan on Thursday said there was no political vendetta behind the action against former Union minister P Chidambaram, who has been arrested in connection with the INX Media alleged corruption case in New Delhi.

The Congress has come down heavily on the BJP government over the arrest of Chidambaram, accusing it of using the CBI and the ED as "personal revenge-seeking departments". The former Union minister was on Thursday sent to four-day CBI custody by a Delhi court, which said his custodial interrogation was justified in the case.

"Law takes in own course. Chidambaram went to the court, but did not get relief. The Congress's act of blaming the central government is not proper as it is working without any vendetta," Chouhan told reporters.

"If someone has indulged in any wrongdoing, it should be probed. It hardly matters whether the wrongdoer is big or small," the former Madhya Pradesh chief minister said while refuting the Congress's charge that Chidambaram was a victim of political vendetta.

A request that former Union minister P Chidambaram, arrested in the INX media case, be allowed to make a brief submission was granted by a Delhi court, despite strong objection from the CBI.

Soon after arguments on custodial interrogation got over, senior advocate Abhishek Manu Singhvi, who was appearing for Chidambaram, sought permission from special judge Ajay Kumar Kuhar that his client be allowed to speak as he wants to throw some light on the questions being asked by the CBI during interrogation.

Solicitor General Tushar Mehta, who was appearing for the CBI, vehemently opposed the request saying the former finance minister has a team of legal stalwarts like senior advocate Kapil Sibal and Singhvi, who have already presented their arguments, and Chidambaram doesn't need a "crutch" to argue his case.

"Generally, only one lawyer is allowed to argue. But two able lawyers have already made the submissions (on Chidambaram's behalf). If we allow him, then we should not oppose any accused to make submissions in person across the country. This will set a very wrong precedent. If he himself wants to make submissions then he should not be represented by any counsel," Mehta said.

Singhvi said there are Supreme Court judgments which say that an accused can make submissions.

"The current chief minister has not done anything wrong. When a former Chief Secretary leaves a file note recommending suspension, the chief minister will do the obvious... My victory is a victory for everyone who stands against corruption," he told NDTV.

Delhi: 6000 trees in NDMC area to get QR codes

The New Delhi Municipal Council (NDMC) has decided to equip 6,000 trees with Quick Response (QR) codes. This will begin after six months when the tree census exercise gets completed and will take one month to complete. QR codes will provide details of a tree, including its age, lifespan, botanical name, latitude, longitude, common name, blooming season, girth and canopy size. The civic body will use bands or hooks instead of a plastic tag to ensure that trees are not harmed during installation of QR codes. At Lodhi Garden, as many as 100 old trees have already been tagged with QR codes.

Delhi High Court rejects Chidambaram's anticipatory bail plea in INX media case

Moments after the Delhi High Court rejected former finance minister P Chidambaram’s anticipatory bail in the INX Media case, Chidambaram has moved the Supreme Court seeking urgent hearing against High Court's rejection of his plea. Senior Congress leader Kapil Sibal is likely to make an urgent mention before SC registrar.

“Both the applications are dismissed,” Justice Sunil Gaur of the high court declared. The court had reserved its order on January 25 this year. The court hasn’t ruled on the senior Congress leader’s request to give him three days interim protection from arrest to go in appeal.
"Both the petitions (in CBI and ED case) are dismissed," said Justice Gaur. 

After the court pronounced the order, senior advocate Dayan Krishnan, appearing for Chidambaram, sought stay on the operation of the order for three days, to which the court said that it will consider the request and will pass order on it. 

During the arguments, both the CBI and the Enforcement Directorate had opposed Chidambaram's plea on the ground that his custodial interrogation was required as he was evasive during questioning. 


Both the probe agencies had contended that during Chidambaram's tenure as finance minister, FIPB clearance was granted to the media group for receiving overseas funds of Rs 305 crore in 2007.

ED contended that the companies in which money was transferred are directly or indirectly controlled by Chidambaram's son, Karti, and they have a reason to believe that the FIPB approval was granted to INX Media on his son's interventio 

The high court had on July 25, 2018 granted interim protection from arrest to Chidambaram in both the cases and it was extended from time to time. 

The senior Congress leader's role had come under the scanner of various investigating agencies in the Rs 3,500-crore Aircel-Maxis deal and the INX Media case involving Rs 305 crore. 

It was during his tenure as finance minister in the UPA-I government that clearances from the Foreign Investment Promoti .. 

In the INX Media case, the CBI had registered an FIR on May 15, 2017 alleging irregularities in the FIPB clearance granted to the media group for receiving overseas funds of Rs 305 crore in 2007 during Chidambaram's tenure as finance minister. 

Thereafter, the ED in 2018 lodged the money laundering case in this regard. 

Chidambaram's petition had said that though no summons had ever been served on him by the ED in this case, he had an apprehension of arrest in view of the summons issued to him by the CBI.

JAMMU: The Anti-Corruption Bureau (ACB) registered a fresh case in the loan fraud worth over Rs 350 crore in Jammu and Kashmir BankNSE 1.36 % on Friday and conducted searches at different places in Bengaluru.

This is the third case registered by the ACB in the case in the past 10 days.

"An FIR under various sections of the Prevention of Corruption Act and the Ranbir Penal Code has been registered against management, officers and officials of J&K Bank, along with the beneficiary involved in financial irregularities or loan fraud worth Rs 352.72 crore," a spokesman of the anti-corruption body said here.

On August 7, two cases were registered in loan frauds worth about Rs 600 crore in the bank involving a different beneficiary, a Delhi-based businessman.

Day After Receiving Award for 'Best Police', Cop Caught Taking Bribe in Telangana

Hyderabad: A day after receiving ‘Best Police’ award on Independence Day, a constable in Mahabubnagar district of Telangana was caught taking bribe by the Anti-corruption Bureau (ACB) on Friday.

Tirupati Reddy, a constable in Mahabubnagar one-town police station, was caught by the ACB while accepting a bribe of Rs 17,000 from a sand tractor owner, Mudavath Ramesh.
"Despite having a licence for the sand transport, Tirupati demanded a bribe of Rs 20,000 from Ramesh,” ACB DSP S Krishna Goud said.
Ramesh approached the ACB officials who then laid a trap to catch him red-handed.
“On our directions, Ramesh gave Rs 17,000 to the constable, following which he (Tirupati) was arrested,” the ACB official added.
Tirupati received ‘Best Police’ award from the District collector on Thursday.
